[GSAUCR] Conference Travel Grant Update.

 Hi everyone, I am sorry I didn't have this information for you at
council. We had another record number of applicants for January travel
(55 this year compared to around 32 last year) so the caps will remain
lowered by 20 percent until further notice. However as discussed at
council we will be moving the $4,000 for research awards into our
Conference Travel Grant.
