<p class="MsoNormal"><span style="color:#7030A0">There are a lot of questions about the upcoming curtailment period. In addition, we’ve also heard some inaccurate information about the mechanics and pay impacts of the process that need clarification. Here
are the facts CNAS has collected. The 2020 holiday curtailment period has been extended.
<b>Campus closure December 21 – January 1 will conserve resources and prompt use of accrued vacation time that can be helpful in times of budget crisis. We are pleased to hear that the plan does not mandate leave without pay for staff or faculty.</b> To confirm
the impact of holiday curtailment to faculty pay, we reiterate that UCR’s implementation of curtailment specifically outlines that pay for ladder-rank faculty</span><span style="font-size:12.0pt;color:#7030A0"> </span><b><i><u><span style="color:#7030A0">is
not</span></u></i></b><span style="font-size:12.0pt;color:#7030A0"> </span><span style="color:#7030A0">impacted by the holiday curtailment plan. </span><span style="font-size:12.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><span style="color:#7030A0"> </span><span style="font-size:12.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>
<p class="MsoNormal"><b><span style="color:#7030A0">Because pay for faculty is not impacted, please continue to manage fall grading, due December 22, as you normally would. We ask that work on-campus and in labs during the curtailment period be limited to
only those things that are critically necessary. Note that during curtailment, 11-month faculty should record vacation for days not worked.
</span></b><span style="color:#7030A0"> Our efforts to keep our footprint small during the holiday curtailment period meets both the practical needs and the spirit of the curtailment plan.</span><span style="font-size:12.0pt;font-family:"Times New Roman",serif"><o:p></o:p></span></p>

<p class="MsoNormal"><span style="color:#7030A0">We understand that some staff or other lab personnel may be required to assist with critical support needs during curtailment.
<b>We trust you will be judicious in assigning lab staff to remain on campus during this time. Such staff will not be required to define alternate curtailment days.</b> To ensure those staff who are not working are fully paid, vacation days can be used
(if needed, vacation days in advance of accrual can be taken) in order to avoid pay impact. Staff may take time-off without pay to reduce December earnings if they prefer to avoid use of vacation balances. Keep in mind that there are some staff who are paid
only for hours worked (below 50% FTE appointment, for example) and do not accrue vacation. Vacation pay options are not open to this group.
<b><span style="background:yellow;mso-highlight:yellow">While the time period for this holiday curtailment has been extended, the mechanics of curtailment are the same as past holiday periods.</span>

<p class="MsoNormal"><span style="color:#7030A0">Finally, as more information about a second curtailment cycle, to be enacted from January through June 2021, becomes available, we will advise. It is clear that a second curtailment may be financially necessary.
It is also true that the guidelines for a second instance of curtailment will likely be governed by different rules, such as curtailment amounts defined by salary band. These specifics are still being worked out. <o:p></o:p></span></p>
