      California's Budget Woes: How Is Our Fiscal Health?
      Mac Taylor, California’s Legislative Analyst since 2008, will discuss the current status of California’s budget and its wide-ranging impacts in the state at the Randall Lewis Seminar Series on Thursday, October 27.

      The seminar will begin at 5:30 p.m. in Conference Room E, UCR Extension Building, 1200 University Ave., Riverside.

      The Lewis Seminar Series is organized by the UCR Center for Sustainable Suburban Development and is financed through a generous contribution from Randall Lewis, Executive Vice President of Lewis Operating Cos. Taylor’s presentation also is being co-sponsored by the One Health Center at UCR.

      Admission and parking are free, but attendees must register for the seminar.

      Taylor’s presentation, “California’s Budget Woes: How Is Our Fiscal Health?” will examine the state’s current financial condition; the further budget cutbacks to education, social and health services and welfare programs that would be triggered by a revenue shortfall; and longer-run fiscal challenges to the state.

      The Legislative Analyst’s Office (LAO) is known for its fiscal and programmatic expertise and nonpartisan analyses of the state budget. The office serves as the "eyes and ears" for the Legislature to ensure that the executive branch is implementing legislative policy in a cost efficient and effective manner.

      The LAO also provides authoritative feedback to proposed gubernatorial budgets and to proposed compromises, and does in-depth analyses of program efficiency and effectiveness, and long-term budgetary implications of state funding commitments.

      About the speaker
      Mr. Taylor is a 30-year employee of the LAO and is only the fifth person to serve as Legislative Analyst since the office was founded in 1941.

      In his career with the LAO, Mr. Taylor has served as a Program Analyst, where he worked in the tax area and authored reports on state and local spending limits, tax expenditure programs and tax auditing issues; as a Section Head, where he managed the General Government section of the LAO, covering a variety of assignments including retirement, employee compensation, labor issues and housing; and 17 years as Deputy to the prior Legislative Analyst, Elizabeth Hill. As Deputy, Mr. Taylor oversaw the work of the K-12 Education, Higher Education, Local Government, State Administration, and Economics & Taxation sections.

      As the Legislative Analyst, Mr. Taylor serves as the nonpartisan fiscal advisor to both houses of the California Legislature and oversees the preparation of annual fiscal and policy analyses of the state’s budget and programs. His office is also responsible for preparing impartial analyses of all initiatives and constitutional measures qualifying for the state’s ballot.

      Mr. Taylor earned a Bachelor’s degree, with highest honors, in Political Science from UC Riverside in 1976. He earned a Master’s degree in Public Affairs from Princeton University. Mr. Taylor also serves on the Statewide Leadership Council of the Public Policy Institute of California.

      About Randall Lewis 
       

      Randall Lewis is well known for his innovative approaches to planning, designing, and marketing residential communities as Executive Vice President of the Upland-based Lewis Group of Companies. 

      He is regarded as an industry leader in promoting the arts, education, healthy living and sustainable development initiatives. He has been President of the Inland Empire Arts Foundation, Secretary of the Los Angeles County Citizens Planning Council, director of the HomeBuilder's Council, and national director of the National Association of HomeBuilders. 

      Mr. Lewis was named in the Los Angeles Times 2006 “West 100” list as one of the top 100 influential people in southern California. He has also received the California Business Properties Association Champion of the Industry Award and has been inducted into the California Building Industry Association Hall of Fame. 

      Mr. Lewis is a long time ULI member as well as a Governor of the ULI Foundation. He serves on several executive boards, including the USC School of Policy, Planning and Development, the UCLA School of Public Policy, Loma Linda University Medical Center’s Orthopedic and Rehabilitation Institute Advisory Council, Cal Poly Pomona’s National Development Council, and co-chairs the San Bernardino County Alliance for Education. 

      He is recognized as an expert in the real estate industry and is frequently quoted in various newspapers, magazines and trade journals. Randall has over 30 years of experience in the real estate industry. 

      He received his B.A. from Claremont McKenna College.
