Randall Lewis Seminar Series - May 20, 2010

Why U.S. Cities Need to Foster Global Relationships

When President Dwight D. Eisenhower created the Sister Cities program in the mid-1950s to improve America’s image and standing around the world, U.S. cities took a largely cultural approach to their international relationships.

But as the world shrinks and societies become increasingly borderless, international relationships are becoming significantly more important than the original ambassadorial intent. More U.S. cities are collaborating with their citizen volunteers to create a variety of cultural, economic and development-oriented activities with sister cities around the world.

Using Riverside and other exemplar cities as case studies, Lalit N. Acharya, International Relations Manager for Riverside Mayor Ronald Loveridge, will focus on approaches that are being used or should be used by U.S. cities to craft a policy capable of optimizing global relationships and raising their international profile.

The seminar will begin at 5:30 p.m. in Conference Room B, UCR Extension Building, 1200 University Ave., Riverside. (See MAP)

Dr. Acharya oversees Riverside’s seven sister city relationships and manages Mayor Loveridge’s initiatives on international and “green” economic development. He also serves as the city’s Human Relations Commission coordinator.

Before being appointed to his current post in 2006, Dr. Acharya was a professor of media law, ethics, and journalism at Cal Poly Pomona. He has been instrumental in crafting sister city agreements between Riverside and Obuasi in Ghana and between Riverside and his native city of Hyderabad in India. He also crafted sister university agreements between UCR and Tohoku University in Sendai, Japan; and between UCR and Osmania and N. G. Ranga agricultural universities in Hyderabad.

Dr. Acharya was a member of the Riverside Public Utilities Board from 1999 to 2006, serving as its Chair from 2002 to 2004. In 2003, he was selected to represent California on the Policy Makers Council of the American Public Power Association, a position he held until 2006. He has served on the advisory boards of UCR’s Anderson School of Management, and the Community Foundation of Riverside and San Bernardino Counties. He also serves on the boards of Sister Cities International and the Riverside County Philharmonic. He is the founder and president of Riverside Mahatma Gandhi Peace Foundation, and spearheaded the effort to place a $500,000 Gandhi monument in downtown Riverside.

Dr. Acharya earned a Ph.D. from the University of Southern California Annenberg School for Communications.
