      How State's SB 375 Could Affect Land Use, Transportation 
       
      Meeting the challenges of complying with SB 375, California's landmark climate change bill, will be the focus of a presentation by Los Angeles City Planning Commissioner Michael Woo at the June 11 Randall Lewis Seminar Series.

      The seminar will be held beginning at 5:30 p.m., Thursday, June 11 in Conference Room E, UCR Extension Building, 1200 University Ave. in Riverside (See MAP).

      The Global Warming Solutions Act of 2006 - AB 32 - requires California to reduce greenhouse gas emissions to 1990 levels no later than 2020. SB 375, enacted in 2008, provides a means for achieving AB 32 goals from light cars and trucks, and aligns three important policy areas to local government: Regional long-range transportation plans and investments; Reliance on regional planning processes for cities and counties to zone for housing; and establishing a process to achieve greenhouse gas emission reduction targets for the transportation sector.

      Mr. Woo, an experienced urban planner and former member of the Los Angeles City Council, has become increasingly involved in cutting-edge issues as climate change, smart growth, and the promotion of healthy cities. He also is the Southern California representative to ClimatePlan, a partnership of environmental, civic and transportation organizations promoting smarter land use and transportation policies to meet greenhouse gas reduction goals under AB 32.
     
      About Randall Lewis 
      Randall Lewis is well known for his innovative approaches to planning, designing, and marketing residential communities as Executive Vice President of the Upland-based Lewis Group of Companies. 

      He has been Secretary of the Los Angeles County Citizens Planning Council, Director of the Home Builder's Council, National Director of the National Association of Home Builders, and President of the Inland Empire Arts Foundation.

      He was inducted into the California Building Industry Association Hall of Fame and was the recipient of the Sales and Marketing Council's MAME Awards Marketing Person of the Year. He is a long time ULI member as well as a Governor of the ULI Foundation.

      He serves on several executive boards, including the USC School of Policy, Planning and Development and the UCLA School of Public Policy and Social Research.He received his B.A. from Claremont McKenna College. 
     His June 11 presentation will include discussion of the connection between land use, transportation and climate change; Southern California's unique characteristics relating to low-density land use patterns and reliance on private automobile trips; the politics of regionalism in Southern California and the relationships between local governments and the Southern California Association of Governments, a regional planning agency; and SB 375 as a case study in state government seeking to influence local government land use decisions in the direction of "smart growth" without fundamentally disturbing local authority for land use planning. 

      Mr. Woo also is a member of the Regional Targets Advisory Committee, which was appointed by the California Air Resources Board to recommend the basis for land use and transportation-related greenhouse gas emissions reductions for each region of the state. He also is an Adjunct Professor at USC's School of Policy, Planning and Development.
