                  Why Good Planning is Always Overpowered by Bad Prices

                  Norm King, former Executive Director of San Bernardino Associated Governments and most recently Director of the Leonard Transportation Center at Cal State San Bernardino,  will discuss his viewpoints on public policy. His concept, - which he has been developing and articulating over his 40-year career in public management - is based on the concepts of demand management and using market-based policies to achieve policy goals.

                  Seminar Series

                  Randall Lewis is well known for his innovative approaches to planning, designing, and marketing residential communities as Executive Vice President of the Upland-based Lewis Group of Companies.

                  He has been Secretary of the Los Angeles County Citizens Planning Council, Director of the Home Builder's Council, National Director of the National Association of Home Builders, and President of the Inland Empire Arts Foundation. He was inducted into the California Building Industry Association Hall of Fame and was the recipient of the Sales and Marketing Council's MAME Awards Marketing Person of the Year.

                  He is a long time ULI member as well as a Governor of the ULI Foundation. He serves on several executive boards, including the USC School of Policy, Planning and Development and the UCLA School of Public Policy and Social Research. He received his B.A. from Claremont McKenna College.

                  Why Good Planning is Always Overpowered by Bad Prices

                  Over his 40-year career in public management, Norm King has been developing and articulating a different way of looking at public policy based on the concepts of demand management and using market-based policies to achieve policy goals. The result is what he describes as a somewhat contrary approach to many of the politically correct and ideological policies advocated on both the left and the right.

                  Mr. King will discuss his concepts at the April 17 Randall Lewis Seminar Series, beginning with the premise that the primary role of government is not just to provide services, but as importantly to create conditions that encourage everyone -- acting in their own self interest -- to become more directly responsible for the costs which we inflict on others and the environment.

                  He will explain how good planning and other traditional tools of government will always be overpowered by bad prices and incentives, and how tax and pricing policies can produce equitable and effective public policies for transportation, health care, welfare, energy, water, housing and other public issues.

                  In January 2006, Mr. King became the first Director of the Leonard University Transportation Center at California State University San Bernardino. The Center is a newly established “Tier II Center” promoting research and outreach on transportation issues of the Inland Empire. He stepped down as Director in February 2007 and continues as an Associate of the Leonard Center.

                  Mr. King served as Executive Director of San Bernardino Associated Governments (SANBAG)/San Bernardino County Transportation Commission and the three additional SANBAG related authorities from August, 1996 to his retirement in December, 2005. He was a City Manager for 20 years serving the cities of Claremont, Palm Springs and Moreno Valley. At one time, he served on the staff of the U.S. Conference of Mayors and the National League of Cities in Washington, D.C.

                  He is Chairman of the Board of Directors of the ICMA Retirement Corporation, a financial service firm providing deferred compensation programs to 900,000 local and state public employees throughout the country. He also is a member of the Advisory Council of the Public Policy Institute of California (PPIC), serves on the City of Palm Springs Airport Commission and on the Advisory Board of the Blakely Center for Sustainable Suburban Development at UCR. He has been the President of the International City/County Management Association (ICMA) and the City Manager's Department of the League of California Cities. He is past Moderator of the California Self-Help Counties Coalition and is a Fellow of the National Academy of Public Administration. He has taught part-time at Claremont McKenna College and USC.
