[Bgsa] In Absentia Registration now possible within CA

Dear fellow graduate students,

You may remember that the subject of in absentia registration/research
leave of absences came up at the meeting last week, and that we were
concerned that it would make it very difficult to get away from campus
to do research in California during term time.  There is good news on
that front: Linda Scott from Grad. Division has said that they have
been told they can grant in absentia registration for students doing
research in "remote" areas of California - so people doing research
both in and out of state during term time should have the option of
reducing their fees considerably (although if you are working in state
you do have to apply for the privilege, and may be denied if your site
isn't considered "remote" enough; Graduate Division does not want to
define "remote" at this time, so you just have to ask them about your
particular site).
