[Bgsa] Blue bins

I'm not sure who is in charge of the blue recycle bins, but I borrowed 
one from the hallway near 1217 and put it in room 1238 so students can 
throw the plastic glucose tolerance beverage containers into it after 
they have rinsed them out.  I will return it to the hallway when it is 
full and grab the other one to fill it up too.  They may need to be 
emptied Thursday night or Friday morning.
