[Bgsa] Fee increase for the New Commons

Sorry all,
  No free money but....
The new commons will feature the following just in phase 1:

Level One:  New dining area, a large screen TV room in the drum
Level Two: New office space for ASUCR, GSA, the Highlander, the Exchange 
Store, Several Meeting roooms, UCR card connections. Temporary game room.
Level Three: Student Lounge (undergraduates), Graduate Student Lounge, More 
meeting rooms, a ballroom.
