As per the request of several members and in consultation with the Executive Committee and two prominent senior TLC members, I have attached and pasted below the TLC listserv guidelines. I hope these will help clear up posting policies. Comments and questions are welcome of course.

Guidelines for messages posted to the Thailand, Laos, Cambodia (TLC) Studies Group listserv (tlc.ucr.edu)

The TLC has changed considerably since it started its listserv and website in 2006. Justin McDaniel and the Southeast Asian Studies Program at the University of California (Riverside) have sponsored and started a website for the T/L/C to replace the print edition of the Khosana newsletter. This listserv and website will move to the University of Pennsylvania in July, 2009. This website and electronic version of the newsletter serves its readers by offering frequent updates on new research, reports from the field, news about new dissertations and publications, links to important websites and wire services, and book reviews, obituaries, and reflections on current events. It serves as a place to advertise relevant conferences, regional meetings, archive/museum openings, etc. Since 2006, this listserv has sent over 2,000 messages. We have grown from 56 members to 514 in less than three years.

The TLC listserv (tlc at lists.ucr.edu) has strived to maintain an open system. Posts from members (non-members may not post, but sometimes, members have forwarded messages from non-members) are generally accepted if they on a relevant TLC subject, and are not redundant, obscene, slanderous, or based on rumor/gossip. Personal attacks are not welcome. Despite much criticism from a number of scholars and activists on many sides of political issues, the list remains open. It plans to stay that way. To remain open, in consultation with executive committee members and two senior historians, Justin McDaniel has compiled a list of listserv rules to help ensure that the listserv remains a useful communication tool for the members. Although the following list is couched in legalese, please feel free to post messages without fear. Political statements and strong opinions are welcomed as long as they are not obscene or based on rumor. The TLC strongly discourages censorship, even self-censorship. However, we always must be on-guard that the list is not hijacked by one group with a particular political, professional, or intellectual agenda. We must remember, that we are a big group with diverse interests. We have different sets of expertise in Khmer, Lao, Thai, and “minority” language material (Hmong, Shan, Khmu, Tai Leu, Ahom, among many others) and in different scholarly disciplines and related professions. All sides are welcome.

1.	All information posted or accessed by you must be used for informational, educational and professional purposes. There may be no commercial or unauthorized use of the listserv or the member list.
2.	The opinions expressed by listserv members do not reflect the opinions or policy positions of the TLC. 
3.	All messages, information, software features, services, and other materials, which are posted or accessed in a listserv, are offered “as is” without any endorsements, guarantees, or warranties by the TLC.
4.	You must not post or transmit any threatening, abusive, libelous, defamatory, obscene, pornographic, profane or otherwise grossly objectionable information of any kind, including, without limitation, any transmissions constituting or encouraging conduct that would constitute a criminal offense, give rise to civil liability, or otherwise violate any local, state, national or international law.
5.	You must not post or transmit any information or software which contains a virus, trojan horse, worm, or other harmful component.
6.	Your redistribution, electronically or otherwise, of the material posted by other members is not permitted without the express written permission of that member. The only current exception is the VSG (Vietnam Studies Group), TLC has a standing agreement with the VSG to share information openly. TLC may establish agreements with other relevant groups with the approval of the executive board.
7.	The TLC reserves the right to edit or delete all posted messages it considers inappropriate, or to deny access to the listserv to anyone who violates these terms and conditions. 
8.	You agree to defend, indemnify and hold the TLC harmless from and against any damages arising out of or resulting from your online conduct in a listserv.

What is the role of the section or committee chair with regard to the listserv?
The section or committee chair must delegate a listserv administrator. The listserv administrator must:
1.	Keep the discussions focused on the listserv’s purpose;
2.	Notify the TLC of persons sending messages in violation of listserv guidelines;
3.	Notify the TLC to remove persons for being seriously offensive after warnings; and
4.	Attempt to ensure that overall the message content of the listserv is reasonably consistent with its purpose.
