Introducing Kuali SP Proposal Development Training in the UC Learning Center
Dear Colleagues,

We are excited to announce that the web-based training for Kuali Sponsored Programs (SP) is now available in the UC Learning Center as part of the Impact23 Program<https://impact23.ucr.edu/>. This training is designed to familiarize users with the fundamental steps of proposal development in Kuali SP and enable them to gain practical experience using the training sandbox (https://ucr-sbx.kuali.co/dashboard/) ahead of the July go-live.

The Kuali SP: Proposal Development training aims to achieve the following objectives:

  1.  Understand Proposal Development Functionality - Learn about the key features and functionalities of the Proposal Development module in Kuali Research.
  2.  Create and Manage Proposal Development Documents - Explore the process of creating, editing, and managing proposal development documents within Kuali Research.
  3.  Maintain Personnel, Attachments, and Questionnaires - Understand how to maintain personnel information, attach necessary documents, and complete questionnaires throughout the proposal development process.

We encourage all Department C&G Analysts to complete the training and develop a new proposal using the training sandbox. This will help you gain hands-on experience and familiarity with the system. Additionally, it will prepare you to ask relevant questions and seek guidance during our weekly office hours.

Starting from July 12th, we will host office hours on Wednesdays from 9-10 am to provide live support for proposal development. Office hours are a valuable opportunity to interact with colleagues and get your specific questions addressed. Just Released: Material Transfer Request form

As mentioned in the March and June 2023 Town Hall Meetings, the On-Line Material Transfer Request System has been replaced with a new Kuali Build form.


  *   On June 12th, the On-Line Material Transfer Request System in PAMIS went sunset.

(Any requests which were routed to RED by COB on 6/12/2023 will not be impacted.)



  *   To accommodate new requests for incoming or outgoing materials, the Material Transfer Request<https://ucr.kualibuild.com/app/builder/app/647e6d96f3e79702082c0490/run> form was released ahead of schedule and is now available for use.


  *   This custom digital form has built-in workflow automation, permissions, routing, and notifications.



     *   Roles and permissions, based on current eCAF roles, are managed under Kuali Build C&G in EACS.



  *   SAAs will need to maintain the Kuali Build C&G user roles, as they previously did for eCAFs, since the forms will route based on such roles/permissions.

PAMIS eCAF Sunset and Transition to KUALI

UC Riverside is transitioning to cloud-based research applications by Kuali to standardize the processes for research proposals, awards and subaward administration,
and documentation across various departments. Kuali is an integral part of Impact23; it will go live on July 5, 2023, and integrate with Oracle Project Portfolio Management.

The implementation of the new Kuali Research system will unavoidably require a transition period from the current PAMIS system in mid-June to the new one.
Research and Economic Development is fully aware of the inconvenience this will unfortunately create. To minimize the effects of this transition on proposal submissions
and taking in consideration feedback received from the senate leadership and several faculty members following the first communication on the subject by the Impact23 group,
a transition process has been determined and can be found on the SPA webpage<https://ucr.us16.list-manage.com/track/click?u=16b960a15758a2e9f6cc8140d&id=799ae12bbf&e=d130cbcf62>.

First day to begin using Material Transfer Request<https://ucr.kualibuild.com/app/builder/app/647e6d96f3e79702082c0490/run> form for incoming and outgoing material transfer requests.  (*Note: The permissions in EACS was not implemented until after COB on 6/13/2023, so users who may have tried utilizing the form earlier in the day may have received an error message.)

PAMIS/eCAF
Last day eCAF submission.  This is the last date researchers can submit an eCAF (to RED) for proposals* due on or before July 7, 2023. (This cut-off date if for the eCAF; not the actual proposal.)

Researchers must follow the RED proposal submission policy, which requires the final proposal to be provided to RED/SPA two full business days before the sponsor's due date. (Cayuse will continue to remain available for use for system-to-system proposal submissions to Grants.gov.)

If a researcher is unable to submit an eCAF to RED by June 20th, such researcher will need to follow the three‐step interim eCAF proposal process identified in the eCAF Proposal Submission Transition Process<https://research.ucr.edu/sites/default/files/2023-05/ecaf-proposal-submission-transition-processes-may-2023.pdf> located on SPA’s website.

Starting July 5th, proposal routing and approval (eCAF) will be replaced by Kuali.

  *   Note: Kuali’s System to System (S2S) proposal submission to Grants.gov feature will not be enabled until Fall 2023.  This approach will provide the campus with additional time during the summer for training and familiarization with the S2S functionality in the Kuali SP sandbox environment.  Kuali Proposal, however, will still need to be used for the routing and approval of all proposals.

*The proposal is the final documents reviewed, endorsed by SPA, and provided to the sponsor via PDF, Cayuse, sponsors platform, etc.
