<p class=MsoNormal>We are in the midst of implementing the October 1<sup>st</sup>
SX wage agreement. I am writing to advise you of the wage implementation
steps that Human Resources and Payroll will be coordinating over the next
several weeks into October. The SX wage agreement for October 1, 2009
includes the following: 3% across the board increase to base salary for
SX unit members, the transition to a step based salary structure, and an
increase to the minimum of all SX salary ranges to meet or exceed $12.50/per
hour within a job series.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal><b>Summary of the SX Wage Agreement for October 1, 2009<o:p></o:p></b></p>
<ol style='margin-top:0in' start=1 type=1>
<li class=MsoNormal style='mso-list:l1 level1 lfo1'>3% across the board (ATB)
base building increase for SX unit members (ATB only, no range adjustment)<o:p></o:p></li>
<li class=MsoNormal style='mso-list:l1 level1 lfo1'>Implement step structures
for each SX title. (The new step structures are expected to be
available on the Title & Pay Plan during the week of September 21<sup>st</sup>.)
<o:p></o:p></li>
<li class=MsoNormal style='mso-list:l1 level1 lfo1'>Transition employees to
the new step structures. <o:p></o:p></li>
<ol style='margin-top:0in' start=1 type=a>
<li class=MsoNormal style='mso-list:l1 level2 lfo1'>Step placement is based
on full years of qualifying UC service in current title (qualifying
service is counted as each month of UC service on pay status for 50% or
more time, as of 09/30/2009).<o:p></o:p></li>
<li class=MsoNormal style='mso-list:l1 level2 lfo1'>One step is granted for
every two full years of UC qualifying service. <o:p></o:p></li>
<li class=MsoNormal style='mso-list:l1 level2 lfo1'>Example: An
employee with 6 full years of UC qualifying service in his/her current
title would be placed on step 3.0, unless his/her range-adjusted rate
exceeded the step rate for Step 3.0. In those instances, the
employee would be placed on the step that reflects the nearest but next
highest pay rate. The transition to the step structure cannot
result in a decrease to the pay rate from the range-adjusted rate
described in #1 above.<o:p></o:p></li>
</ol>
<li class=MsoNormal style='mso-list:l1 level1 lfo1'>Organizational units
employing individuals in SX titles include: BCoE, CHASS, CHAN/EVCP,
CNAS, FBO, LIBRARY, PALM DESERT, UNEX, VCR, and VCSA.<o:p></o:p></li>
</ol>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal><b>Summary of the SX Wage Implementation Steps <o:p></o:p></b></p>
<p class=MsoNormal>The SX wage implementation will occur in two phases as
follows:<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal><b>Phase 1</b> – Implement 3% across the board
base building increase<o:p></o:p></p>
<p class=MsoListParagraph style='text-indent:-.25in;mso-list:l0 level1 lfo2'><![if !supportLists]><span
style='mso-list:Ignore'>1.<span style='font:7.0pt "Times New Roman"'>
</span></span><![endif]>Human Resources will coordinate with the Payroll
Office, utilizing the Web Merit system, to process the 3% ATB centrally<o:p></o:p></p>
<ol style='margin-top:0in' start=2 type=1>
<li class=MsoNormal style='mso-list:l0 level1 lfo2'>The SX Roster will be
generated in the Web Merit system on September 10<sup>th</sup>. HR
will review the roster. Departments are asked to refrain from making
changes to the distribution lines for SX employees through September 14<sup>th</sup>.
<o:p></o:p></li>
<li class=MsoNormal style='mso-list:l0 level1 lfo2'>The EDB/PPS will be
updated Monday evening, September 14<sup>th</sup> with distribution lines
reflecting the range adjusted pay rates (3% increase), effective 10/1/2009<o:p></o:p></li>
<li class=MsoNormal style='mso-list:l0 level1 lfo2'>Departments are asked to audit
the updates to PPS to ensure that all SX employees receive the 3% ATB<o:p></o:p></li>
</ol>
<p class=MsoNormal style='margin-left:.25in'><o:p> </o:p></p>
<p class=MsoNormal><b>Phase 2 – </b>Transition to Steps<b> </b><o:p></o:p></p>
<p class=MsoNormal>As noted in the SX Wage Agreement Summary above, step
placement<b> </b>is based on full years of qualifying UC service in current
title (qualifying service is counted as each month of UC service on pay status
for 50% or more time, as of 09/30/2009). Human Resources has compiled key
data elements from PPS (e.g., appointment begin date, appointment percentage,
seniority points) to help calculate each employee’s full years of
qualifying service. However, as part of this process, we must ask <i>each
department to review the data elements and concur with the calculated years of
qualifying service, or provide HR with additional information to adjust the
years of qualifying service</i>.<o:p></o:p></p>
<p class=MsoNormal><o:p> </o:p></p>
<p class=MsoNormal>Excel files have been prepared for each organizational unit
to complete this review process. The Excel files will be forwarded to
each organizational unit on Thursday, September 10th. The Excel files
will contain individual worksheets for each department within each
organizational unit. The organizational units have been asked to forward
the individual worksheets to the applicable departments. <o:p></o:p></p>
<p class=MsoNormal style='margin-left:.5in'><o:p> </o:p></p>
<p class=MsoNormal>Once the step placements are finalized for all SX employees,
Human Resources and the Payroll Office will coordinate the update to<span
style='color:#1F497D'> </span>PPS. The new step and corresponding pay
rate will be reflected in PPS within the first two weeks in October. The
new step and corresponding rate will also be effective 10/1/2009. We will
maintain communication with the organizational units during this process and
provide updates as needed. <o:p></o:p></p>
