to announce the appointment of Mr. Charles Greer as UCR’s new Assistant
Vice Chancellor for Research overseeing the management of UCR’s Sponsored
Programs Administration effective October 1, 2009. <o:p></o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>Charles
brings to his new position nearly 20 years of experience in contract and grant
management in the UC as well as the Federal government. He began his
career in contract and grant management as a Contracts Specialist in the
Procurement Services Center for the US Department of Labor (DOL) in 1990.
During his eight years in the DOL, he held a number of positions with
increasing responsibilities including Senior Contract Negotiator. He
negotiated and awarded a number of contracts including management of the
National Veterans’ Training Institute, support services for the Consumer
Price Index, and development of an optical character recognition system for the
Employee Benefit Security Administration. <o:p></o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'> <o:p></o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>In 1998, he
joined DOL’s Office of Small Business Programs as a Small Business
Procurement Advisor. In this position, Charles served as an expert on
federal contracting to the DOL procurement staff and federal contractors.
He was the Program Manager for the Veteran-Owned Small Business Program,
HubZone Small Business Program and the OSBP Job Corp’s Procurement
Program conducting national outreach and developing contracting strategies to
increase the participation of small businesses in DOL’s contracting
activities. In 2001, he led a multi-agency workgroup that developed and
implemented a contracting plan that increased small business utilization by
$50M a year in the Job Corps program and the group was awarded the
Secretary’s Exceptional Achievement award for the initiative. <o:p></o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>Charles
joined UC Irvine in 2003 as a Contracts Officer. In addition to his
responsibilities as a Contracts Officer, he served as faculty for the UC Irvine
Research Administration Management Program, a certificated training program
covering all areas of research administration. <o:p></o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'><o:p> </o:p></span></p>
<p class=MsoNormal><span style='font-family:"Arial","sans-serif"'>In 2005,
Charles joined UCR as a Principal Contract and Grant Officer and became the
Assistant Director for Sponsored Programs Administration in 2008.
Charles was instrumental in developing UCR’s Contract and Grant
Orientation Workshop. He has presented at the NCURA Pre-Award
Research Administration Conference and Co-Authored an Export Control
presentation for NCURA Region VI.<o:p></o:p></span></p>
