<u>May 18 – Down with zoning</u> <br><br>
Carving up cities into strictly delimited zones for industry, commercial
and residential made more sense 100 years ago, when noxious industries
shared space with residences. But, today, strict zoning codes make it
hard to do mixed use development more in tune with the needs of growing
communities. Ventura City Manager Rick Cole gives us a history of Zoning
and a new alternative – form-based codes. <br><br>

</u><br>
The word “sprawl” spurts from the lips of many planners like something
their mothers told them never to use. Sprawl is the villain of regional
and suburban planning. But, argues architectural historian Robert
Bruegmann, growth at the edge of metropolitan areas has been going on for
centuries and is likely to continue. <br><br>

Randall Lewis is well known for his innovative approaches to planning,
designing, and marketing residential communities as Executive Vice
President of the Upland-based Lewis Group of Companies. Randall has been
Secretary of the Los Angeles County Citizens Planning Council, Director
of the HomeBuilder's Council, National Director of the National
Association of HomeBuilders, and President of the Inland Empire Arts
Foundation. He was named Builder of the Year by the Baldy View Chapter of
the B.I.A., and was the recipient of the Sales and Marketing Council's
MAME Awards Marketing Person of the Year. He is a long time ULI member as
well as a Governor of the ULI Foundation. Randall serves on several
executive boards including the USC School of Policy, Planning and
Development and the UCLA School of Public Policy and Social Research.
Randall received his B.A. from Claremont McKenna College. <br><br>

retail and jobs and made us auto-dependent. Strict zoning also is a
barrier to new approaches that provide the kinds of livability features
residents want. <br><br>
Ventura City Manager Rick Cole will give us a history of zoning, the
evolution of sprawl and describe another alternative to new urbanism –
form-based codes – a regulatory approach that makes mixed use development
the rule rather than the exception. He also will outline a practical
approach to moving toward form-based codes.<br><br>
