<h6 align="center" class="style31 style33">Germany's Model City: Erlangen's Rise to the Top</h6>

<p align="left" class="style9">Among the largest 84 cities in Germany, the Bavarian city of Erlangen ranks first with the lowest unemployment rate and the lowest rate of welfare recipients, according to a German business magazine.</p>
<p align="left" class="style9"> The magazine,<em> Wirtschaftswoche (Economy Week),</em> also ranks Erlangen first with the largest percentage of residents with university degrees, third with the highest job density, and tenth in employment of individuals 55 and older.</p>
<p align="left" class="style9"> <strong>Dr. Siegfried Balleis,</strong> Erlangen’s mayor since 1996, is understandably proud of the city’s achievements and will discuss how Erlangen improved its finances and operations, boosted its employment and strengthened its academic ties at the<strong> March 7 Randall Lewis Seminar Series. The seminar will begin at 5:30 p.m. in Conference Room A, UCR Extension Building, 1200 University Ave., Riverside.</strong></p>
<p align="left" class="style9"> Dr. Balleis and other Erlangen officials are visiting Riverside March 5-9 to meet with city, business and university officials. </p>
<p align="left" class="style9">A native of Nuremberg, Dr. Balleis has extensive experience in public and private organizations.
He completed studies in business administration in the economics department of the Friedrich-Alexander University of Erlangen-Nuremberg in 1980 with a title roughly equivalent to a master’s degree in business administration. He worked in the university’s department of political and communications science and received his doctorate in 1983. He also worked for Peter W. Höffkes, who was then Nuremberg’s representative in the lower house of the German parliament.</p>
<p align="left" class="style9"> He joined the electronics giant, Siemens, in 1984, gaining private industry experience in the sales department of the Transport and Public Clients division. At the same time, Dr. Balleis served as city councilor in Zirndorf and county councilor for the Fuerth region on a voluntary basis from 1978 to 1988.
He joined the City of Erlangen in 1988 as the head of the economics and real estate division. He also became responsible for housing in 1991. He was re-elected to these posts by Erlangen’s City Council in 1993, and held the posts until 1996, when he was elected mayor.</p>
<p align="left" class="style9"> Dr. Balleis also is vice-chair of the administrative and supervisory board of the City and County Bank of Erlangen, chair of the supervisory board of Erlangen Public Services and Regnitz Electrical Company, spokesman for the business forum on the Nuremburg-Fuerth-Erlangen region, and chair of the Friends of the University Association.</p>
<p align="left" class="style9"> Dr. Balleis’ stated goal is to develop Erlangen into the European center for medicine and health.

</h2>
<p align="left" class="style8"><img src="Images/RandallLewis.jpg" alt="Randall Lewis" width="100" height="169" hspace="3" vspace="2" align="right">Randall Lewis is well known for his innovative approaches to planning, designing, and marketing residential communities as Executive Vice President of the Upland-based Lewis Group of Companies. </p>
<p align="left" class="style8">He has been Secretary of the Los Angeles County Citizens Planning Council, Director of the Home Builder's Council, National Director of the National Association of Home Builders, and President of the Inland Empire Arts Foundation.</p>
<p align="left" class="style8"> He was inducted into the California Building Industry Association Hall of Fame and was the recipient of the Sales and Marketing Council's MAME Awards Marketing Person of the Year.
He is a long time ULI member as well as a Governor of the ULI Foundation.</p>
<p align="left" class="style8"> He serves on several executive boards, including the USC School of Policy, Planning and Development and the UCLA School of Public Policy and Social Research.He received his B.A. from Claremont McKenna College. </p>
