<H4 align=center><SPAN class=style29>How the State Multi-Hazard Mitigation
Plan Will Affect Local Planning </SPAN></H4><IMG hspace=5

<P class=style9 align=left>Earthquakes, wildfires, floods. And with
climate change, the possibility of tsunamis, levee failures, drought and
landslides. California is a multi-hazard state, and these kinds of events
are likely to increase in coming decades.</P>
<P class=style9 align=left>How does California’s Multi-Hazard Mitigation
Plan impact suburban areas, and how will cities and counties respond to
climate adaptation (climate action plans), local hazard mitigation
plans/safety elements and the emergence of state-produced 200-year flood
plan maps?</P>
<P class=style9 align=left>These are some of the issues that will be
discussed at the March 18 Randall Lewis Seminar Series by <STRONG>Dr.
William Siembieda,</STRONG> Professor of City and Regional Planning and
Director of the Planning, Design and Construction Institute at Cal
Poly-San Luis Obispo. The seminar will be held at 5:30 p.m. in Conference
Room B, UCR Extension Building, 1200 University Ave., Riverside. (See <A
href="http://www.cssd.ucr.edu/EMails/Images/UCREXTMap-WEB.jpg">MAP</A>).</P>
<P class=style9 align=left>Dr. Siembieda will discuss what role the
Regional Blueprint effort can play in making suburbs safer; why
“mitigation planning” is becoming an important and useful concept; and how
suburbs can integrate their efforts with state agencies, such as the
Department of Water Resources.</P>
<P class=style9 align=left>Before joining the Cal Poly-San Luis Obispo
campus, Dr. Siembieda was a Professor of Planning and Director of the
Center for Research & Research Development at the University of New
Mexico. He has held academic posts at the UC San Diego; Tuskegee
Institute, Alabama; and Visiting Professorships at MIT and the University
of Massachusetts, Amherst.</P>
<P class=style9 align=left>Current research projects involve sustainable
urban management practices in San Francisco, Montreal, Canada and Puebla,
Mexico.</P>
<P class=style9 align=left>Dr. Siembieda’s research interests include land
use policy, large scale land planning and design, disaster mitigation
planning, strategic planning, and the feasibility, policy, and housing
finance for low income communities. In 2008, he was a Research Scholar at
the Kyoto University Center for Disaster Reduction Systems, focusing on
Japanese pre- and post- disaster planning systems. </P>
<P class=style9 align=left>He holds a Bachelor’s degree in Economics and a
Master’s degree in Community and Regional Planning from UC Berkeley; and a
Master’s degree in Public Administration from California State University,
San Diego. He earned a Ph.D. in Urban Planning from UCLA.</P>
<P class=style9 align=left>His recent publications include: A Survey of
Contemporary Master Planned Communities, Real Estate Review (co-authored
with Jerry Sturmer). 38:1 Spring; Contemporary Urbanism in Brazil: Beyond
Brazilia. 2009. (Co-authored with Vicente del Rio). University Press of

<P class=style8 align=left><IMG hspace=3 alt="Randall Lewis" vspace=2

height=169>Randall Lewis is well known for his innovative approaches to
planning, designing, and marketing residential communities as Executive
Vice President of the Upland-based Lewis Group of Companies. </P>
<P class=style8 align=left>He has been Secretary of the Los Angeles County
Citizens Planning Council, Director of the Home Builder's Council,
National Director of the National Association of Home Builders, and
President of the Inland Empire Arts Foundation.</P>
<P class=style8 align=left>He was inducted into the California Building
Industry Association Hall of Fame and was the recipient of the Sales and
Marketing Council's MAME Awards Marketing Person of the Year. He is a long
time ULI member as well as a Governor of the ULI Foundation.</P>
<P class=style8 align=left>He serves on several executive boards,
including the USC School of Policy, Planning and Development and the UCLA
School of Public Policy and Social Research.He received his B.A. from
Claremont McKenna College. </P>
